London's taxi industry is constantly evolving to ensure the highest standards of safety and service. In line with this, Transport for London (TfL) is introducing a new requirement for all taxi drivers: the SERU (Safety, Equality and Regulatory Understanding) assessment. If you're a current or aspiring London taxi driver, here’s a breakdown of what this means for you.
What is the SERU Assessment?
The SERU assessment is designed to ensure that all licensed taxi drivers in London have a solid understanding of key areas related to their profession.

* Equality: Understanding and providing accessible service to all, including those with disabilities.
* Regulatory Understanding: Being knowledgeable about taxi fares, licensing requirements, and TfL's regulations.
This new assessment is a direct result of the statutory taxi and private hire standards published by the Department for Transport (DfT) in 2020.
Who Needs to Take It and When?
The SERU assessment will become a mandatory part of the licensing process starting 1st October 2025.
* New Applicants: If you are a new applicant for a taxi driver's license, you must pass the SERU assessment before you can be licensed. This will be part of the final stages of the Knowledge of London process.
* Existing Drivers: If your license expires on or after October 1, 2025, you will need to pass the SERU assessment as part of your licence renewal. TfL will contact you directly to schedule your appointment.
How Can You Prepare?
1. The Taxi Driver SERU Handbook: This handbook contains all the essential information you will need to know for the assessment.
2. London Black Cab Drivers can study the official TfL handbook, however relying solely on this resource is not recommended and can significantly lower your chances of passing. It is similar to preparing for your driving theory test by simply reading the Highway Code without practicing with mock tests. To increase your likelihood of success, it is more effective to use a dedicated course that helps you familiarize with the official exam format. Thousands of private hire drivers have successfully used our course, giving them the confidence and knowledge needed to pass the assessment on their first attempt.
3. Safeguarding Awareness Training: You should complete the online safeguarding awareness training course to ensure you are up-to-date on this critical topic.
The London Black Taxi Driver SERU assessment will take place at the TfL driver assessment center at Pier Walk, London SE10 0ES.
